The Lords Taverners Competition Rules

Changes for 2009, as agreed at the AGM of 14/12/08, are indicated in bold, italic script.

1) Governance

The Competition shall be governed by a President, Deputy President, Chairman, Vice Chairman, Executive Secretary, Competition Secretary, Treasurer, Representative to Yorkshire Cricket Association, 2 Results Secretaries and a Committee consisting of representatives from each district. All Officers shall have one vote. Each Area shall be allowed one vote. The Chairman shall be entitled to a casting vote.

A Management Committee consisting of the elected Officers of the Competition, who shall be appointed annually, shall deal with any urgent matter arising between normal meetings. The Management Committee shall have the power to call an Extraordinary Meeting

The Competitions shall be arranged by the Management Committee, who may invite districts to take part, as they shall in their discretion think fit. Any Area which accepts an invitation to take part in the Competition will do so on the complete understanding that they shall obey the rules of the Competition, even though these may conflict with their own domestic rules.

The Treasurer will administer and prepare separate accounts for the Joe Lumb and Yorkshire Junior Cricket Festival Competitions.

2) Annual General Meeting

The Annual General Meeting shall be held in December at which any number of representatives may attend. Each area shall be allowed one vote.

Proposed alterations to rules must be received, in writing, by the Executive Secretary not later than 30 September.

The Subscriptions for each Competition for the following Season shall be determined at the Annual General meeting. Any team entered for the Competition will have to pay the agreed subscription by 30 June or a fine of
£5.00 will be imposed for every 30 days that the subscription remains outstanding.

Honoraria, to be decided annually, shall be determined at the Annual General Meeting

3) General

The Management Committee shall have the power to deal with any other matter not otherwise covered by these rules.

The Management Committee shall have the power to call an Emergency General Meeting should the need arise.

4) Generic Rules

The Competition and its member areas shall operate the following 'Membership shall be open to all irrespective of age (as defined in these rules), gender, disability, race, ethnic origin, colour, social status and sexual orientation.'

Each area shall adhere to E.C.B. Child Welfare policy

The Laws of Cricket (2000 Code) including the 2003 changes shall apply to all matches in the Competition.

The E.C.B. Disciplinary Regulations, issued October 2000, shall be adopted and applied.

The E.C.B. Fast Bowling Directives MUST be applied in all games. Team Managers must inform umpires of any player playing above his/her age group. These players shall only be allowed to bowl the number of overs allowable in their age group

Umpires
Each side must provide a qualified umpire (preferably ACUS / ECBOA qualified). All umpires MUST have a current CRB enhanced clearance. Under no circumstances should any umpire be allowed to officiate if they cannot provide such a clearance.
Team Managers or Coaches are not allowed to Umpire

Coaches
All coaches and team managers MUST have a current CRB enhanced clearance. Under no circumstances should any coach or team manager be allowed to work with any team in the competition if they cannot provide such a clearance.

Helmets
All players MUST wear a helmet with faceguard when batting or when keeping wicket stood up to the stumps. The only exception to this is where a player is unable to wear a helmet due to a headdress being worn for religious reasons. In this case the player will only be allowed to play without a helmet if a signed parental disclaimer form is shown to both umpires prior to the start of the match.

Fielding Restrictions
No player under 15 years of age, excluding the wicket keeper, shall be allowed to field closer than 8 yards from the middle stump at the strikers end, except behind the wicket on the off-side, until the batsman has played at the ball. For players under l3 years of age the distance is increased to 11 yards. Should a restricted player come within these distances either umpire must stop play and instruct the offending fielder to move to an acceptable position.

Team Cards
Each Team Manager should present a completed ECB Team Card to the Umpires prior to the toss taking place

Cancellations
If a game has to be called off in advance due to weather or because an Area cannot raise a side, communication MUST BE MADE BY DIRECT VERBAL CONTACT with the other area to ensure the message is received.

c) Playing Conditions - Joe Lumb Competition

Matches shall be played on Sundays and Bank Holidays and shall commence at l.00 pm with a twenty five minute interval between innings.

All games must cease at 8. 15 p.m (any over in progress at that time will be concluded.)

Any unfilled fixture, other than through weather, will be dealt with at the discretion of the Management Committee within 14 days of the scheduled fixture date. The Management Committee shall have the power to impose fines as it thinks fit.

Provisional dates for the ensuing season shall be submitted by all member organisations to the Competition Secretary by the end of November. Provisional fixtures will be circulated by 31 December and must be definitely confirmed with venues by 28 February and notified to the Secretary accordingly.

Each match shall consist of a maximum of 50 overs batting by each side, the side scoring the most runs to be declared the winner' If the start be delayed owing to inclement weather, the number of overs shall be reduced on the basis of three minutes each, shared equally between the teams provided a minimum of 25 overs be bowled by each team.

Points shall be awarded as follows:-

3 points to the winning side
2 points each in case of a tie
1 point each for an incomplete match.

The Management Committee shall fix a date for the Joe Lumb Final prior to the start of the Season. The date for the Jack Lee Memorial Trophy final to be mutually arranged by the Management Committee and the two competing areas. In the event of the areas having an equal number of points in their section the area to go through to the final will be the winners of the section match between the two teams involved. If not played then it will be decided by dividing their average runs per wicket for, by their average runs per wicket against. In the unlikely event that three teams are on equal points, then the latter method only will be used..

The Home team shall notify the Press of the result by 8.45pm on the day of the match on 0800-591179

The Home team shall submit the result of matches on the official score sheet provided by the Joe Lumb Cricket Competition to the Results Secretary which must be received within 72 hours of the completion of the match.

Each Team to field their own ball. It is not necessary to provide a new ball but in should be a hand sewn, quartered ball of English manufacture and of a standard not less than a Sovereign County 'A' ball. H.T.B. or similar type balls should not be used. The Joe Lumb Cricket Competition shall provide match balls for all finals.

Players eligible to play shall be under the age of I 7 years at midnight on the 31 August the previous year. If a player is eligible to play for more than one side in the Competition the player shall be able to play for the side he/she wishes without any penalties being imposed upon the player or any club.

Overseas players (as defined in the E.C.B. Regulations for the Recreational game) shall not be permitted to play in the Competition.

The Management Committee reserves the right not to invite any team to enter the Competition if that area has rules which are in direct contravention to the rules of the Competition.

The Teams shall be divided into two groups, the winner of each group playing off for the Joe Lumb Trophy to be held for 12 months. The winners and runners up shall each receive twelve individual mementoes.

The runners up in each section shall play for the Jack Lee Memorial trophy under similar arrangements

The Management Committee shall arrange start times for both finals.

The Management committee to appoint neutral umpires to officiate at all finals.

Each home team to provide 15 free teas for the visiting side.

6) Playing conditions - Yorkshire Junior Cricket Festival

Duration of Matches - Under 15 Competition

Matches in the Under 15 Competition shall be played as designated at the Annual Fixture Meeting. All matches shall commence at 1.30pm except the final which will commence at 11.30a m

Each match shall consist of a maximum 45 overs per side. The side scoring most wins shall be declared the winner.

Each bowler shall be limited to a maximum allocation of 10 overs in the Under 15 Competition.

Duration of matches - Under 13 Competition

Matches in the Under 13 Competition shall be played as designated at the Annual Fixture Meeting. All matches shall commence at 1.30pm except the final which will commence at 11.30a m

Each match will consist of a maximum 40 overs per side. The side scoring most runs will be declared the winner

Each bowler shall be limited to a maximum allocation of 8 overs in the Under 13 Competition.

Duration of matches - Under 1l Competition

Matches in the Under 11I Competition shall be played as designated at the Annual Fixture Meeting. All matches shall commence at 2.00 pm

Each match will consist of a maximum of 30 overs per side. The side scoring most runs will be declared the winner

Each bowler shall be limited to a maximum allocation of 6 overs in the Under 11 Competition.

No match in any section of the Competition shall be played when a minimum of 20 overs per side is not possible. If rain interrupts a match, then the resumption shall be the responsibility of the umpires and team managers. It is up to the umpires and team managers to decide how many overs, if any at all, should be deducted. It should always be the object to play as many of the allocated overs as possible.

If the team batting first has completed its innings and no overs have been lost, then no overs can be deducted from the team batting second. If weather or light determine that the game cannot conclude the match shall be deemed incomplete.

If play has commenced in a Semi Final and cannot conclude due to weather or light, the match shall be awarded to the side with the highest number of bonus points achieved in that game.

If a Semi Final match is TIED, the side losing the fewer wickets will be declared the winner. lf the number of wickets lost is identical then the score at the end of the previous over will decide. If still identical count back each over until a winner is found.

In the event of no play being possible in a Semi Final match, the umpires should, if circumstances (outdoor or indoor) permit decide to employ the following form of contest to achieve a result. Five players from each team will bowl overarm two deliveries each at three stumps at a distance of the length of pitch used at that age group. The team scoring the greater number of hits shall be the winner. If the scores are equal, the same players will bowl one ball each alternatively and overarm to achieve a result on a sudden death basis. If circumstances make the above impossible, the match shall be awarded by tossing a coin, with the visiting side, as indicated in the Competition handbook, calling.

Note. The above shall not apply to the final, which can, if necessary, be rearranged.

Pitches

Pitches in the Under 15 Competition shall be 22 yards in length and existing facilities, such as non-turf pitches, may be used to play the match. Visiting areas should be informed if such facilities are to be used.

Pitches in the Under 13 Competition shall be 2l yards in length and existing facilities, such as non-turf pitches, may be used to play the match. Visiting areas should be informed if such facilities are to be used.

Pitches in the Under 11I Competition shall be 20 yards in length and existing facilities, such as non-turf pitches, may be used to play the match. Visiting areas should be informed if such facilities are to be used. 2l Yard pitches may be used if that is the length of junior pitch on the ground the game is to be played. Visiting teams should be informed of the length of the pitch before the day of the match

Scoring of Points

Points shall be awarded as follows:-

Each win - 6 points
Each tie - 3 points to each side
Each abandoned or incomplete match - 3 points to each side
Each loss - 0 points

Incentive points shall be awarded as follows:-

Each and every run scored: 0.01 points (Eg 175 runs = 1.75 points)
Each and every wicket taken: 0.2 points (Eg 7 wickets = 1.4 points)

The above incentive points shall be retained whatever the eventual outcome of the match. The bonus points system will operate in the Under 11, Under 13 and Under 15 Competitions.

Balls

Each team shall provide, for all sections on the competition, their own ball, which need not necessarily be new, but shall be quartered, of good quality and acceptable to both umpires. This means of British manufacture and stamped Grade I or Grade A. Balls will normally be obtained by the Management Committee. Balls for the Under 13 and Under 11 Competition must be 4 3/4 oz in weight.

Eligibility

Players eligible to play shall be Under 11, Under 13 or Under 15 at midnight on 31 August of the previous year. If a player is eligible to play for more than one side in the Competition, he shall be allowed to play for the side he wishes without any penalties being imposed on him or any club. The age of any player in the competition shall be the age of that person at midnight on 31 August of the previous year. This affects the rules relating to over a bowler may bowl and regarding fielding restrictions

Teas

In group matches the home side must provide and pay for teas for match officials (umpire, scorer, team manager per side) and up to 15 players per side.

In the semi-final matches the host club should provide 40 teas. The cost is payable by the Competition.

In the final the host club should provide 50 teas. The cost is payable by the Competition.

Timing of the Competition

(a) The Under 15 Competition shall take place in August each year, and will begin on the first Monday of that month.

(b) The Under 13 Competition shall take place in the week immediately preceding the Under 15 Competition every year, with the Under 13 final one week before the Under 15 final. .

(c) The Under l1 Competition shall take place as directed by the Management Committee. Team Managers may, by mutual consent, re-arrange the dates with the permission of the Management committee if it impracticable to arrange the game for Sunday due to Senior League Commitments.

Results

All results in the Under 11 Competition shall be phoned to the Result Secretary on the Monday Evening following the Sunday game.

All results in the Under 13 and Under 15 Competitions shall be phoned to the Result Secretary at the conclusion of the game and no later than 8.30 pm.

Trophies

Joe Lumb Competition

Two trophies known as the Schofield Haigh Memorial Trophies shall be presented each year for the best batting and bowling averages.

The Wilfred Rhodes Memorial Trophy shall be presented to the best slow bowler.

The George Hirst Memorial Trophy shall be presented to the best All Rounder.

The Gordon Bowers Trophy' shall be awarded to the 'Player of the Season'.

All trophies shall be returned to the Secretary of the Competition by 15 August each year.

Lords Taverners Y.J.C.F

Trophies will be presented each year for the best batting average and best bowling average at each age group

Trophies will be presented each year to the best all rounder at each age group.

Each Area shall submit their best averages at all age groups to the respective results secretary within one week of playing their last match in each competition.
