MANDATORY 80% RATE RELIEF FOR CASCs

It has been announced that the Government intends to accept the Lords Amendment to the Local Government Bill and introduce a clause, instructing Local Councils to award a mandatory 80% Rate Relief to Community Amateur Sports Clubs (CASCs).

To become a CASC, Clubs need to register with the Inland Revenue and complete a questionnaire from that august body. Of course, the down-side may well be that the Inland Revenue will choose one (or more) Clubs at random from these questionnaires to investigate more fully, but Club Committees must weigh the possibility of gaining a substantial rate relief against this possibility of financial scrutiny.

The YCB recommends that you visit the Inland Revenue web-site at www.inlandrevenue.gov.uk and go to the A-Z Index. Then go down the list to  Sports Clubs to see if your Club would qualify as a CASC.

NATIONAL LOTTERY UPDATE

All Lottery applications have been frozen until the Regional Sports Board has been formed. New application forms will be available. The estimated time for these changes to be operative is early 2004. If clubs are looking at Lottery applications, they now have some time to prepare a properly thought-out Development Plan, which must be rooted in the YCB Development and Facilities Strategies.

CLUB INSURANCE

The YCB is aware that Clubs have recently received leaflets from various insurance companies. Clubs are, of course free to insure with whichever company they so choose but YCB stresses here that it continues to recommend one company and one company only and that is the Allianz-Cornhill Scheme, under the auspices of the ECB.

YCB`s general advice remains that, if a Club is considering changing its insurance provider, then it should compare the existing policy to the proposed one to ensure that, if a change in provider is approved, a like-for-like policy is secured and the Club is no less insured than it was previously.
