THREE TASKFORCES EXIST TO PROMOTE THE BUSINESS OF THE NEW ASSOCIATION
MEMBERSHIP TASKFORCE
S.A.Wood (Convenor), M.Wellock, I.Dixon, F.Walker, (H Clayton for website matters)
1) Recruit umpires and scorers including women, those with disability or from ethnic minorities and the young through the website, handbooks, newsletters, volunteers programme
2) Promote and publicise advantages of membership to current non-member umpires and scorers
3) Develop branches of YCBOA as appropriate
4) Hold twice yearly seminars for all YCBOA members - arrangements - guest speakers
5) Advise on development of other membership
6) Maintain newsletter and dissemination of information to all members and practising umpires through newsletters (3 times a year)[with secretary] and website [with webmaster]
EDUCATION AND TRAINING TASKFORCE

1) Initiate ECBACO umpires Level 1 and 2 courses (when tutors available)
2) Initiate ECBACO Scorers courses when available
3) Map present courses and target non-active areas
4) Hold twice yearly seminars for all YCBACO members - course \ content
5) Development area / branch 3 hour workshops for YCBOA members highlighting good practice , refresher course and management
6) Establish an Education and Training management group with administration officer
7) Advise and train on umpiring reporting of disciplinary matters
8) Hold annual regional seminar/workshop for all umpires and scorers instructors/tutors
9) Organise and hold refresher courses for instructors/tutors
10) Recruit, train and support Yorkshire based tutors assessors and Internal Verifiers for OA courses Levels 1 and 2 ( plus scorers)
PERFORMANCE AND PROFESSIONAL DEVELOPMENT TASKFORCE

1) Collect and collate performance data regarding umpires in Premier and Senior Leagues and those that indicate they wish to progress outside their current league
2) Develop umpiring opportunity including representative cricket and inter-league
3) Development an Officials Professional Development Pathway to county level for both umpires and scorers
4) Develop a county system of umpires reporting in accordance with ECB requirements
5) Advise on assessment panel and county administrator

*************************** YCB OFFICIALS ASSOCIATION CONSTITUTION
1) Aims
To promote the development and interests of umpires and scorers and of cricket throughout the county
2) Objectives
2.1) Membership of the ECB Officials Association and ECBOA Regional Forum 2.2) Responsible to YCB for Officials (Umpires and Scorers) organisation 2.3) Participation in and implementation of ECB and YCB Development Plans 2.4) Represent the Officials Association in the formulation of Board policy 2.5) Responsibility for the organisation of Umpires and scorers education, training, assessment, activity and the development of cricket 2.6) Encourage the development and membership of the Association and look after the interests of all practising umpires and scorers through information and regular communication 2.7) Promote the common interests in the county of the members of the Officials Associations and the Association of Cricket Umpires and Scorers (ACU&S) 2.8) Promote the status and standards of umpiring and scoring within Yorkshire and elsewhere
3) Membership
3.1.1) Branches of ECBOA in Yorkshire 3.1.2) Branches of ACU&S in Yorkshire 3.2) League Panels and Area Associations in Yorkshire 3.3.1) All members of ECBOA in Yorkshire 3.3.2) All Members of ACU&S, in Yorkshire. [NB No additional membership fee]
4) Committee Membership
4.1.1) Chairman appointed by YCB (normally the YCB0A representative to the Board elected at the Annual General Meeting) 4.1.2) Vice Chairman appointed by YCBOA at the first meeting of the Committee after the Annual General Meeting from the membership of the Committee 4.1.3) One representative from the Members of ECBOA in Yorkshire elected by those members at the Annual General Meeting [NB this to become one representative from each Branch of YCBOA when branches are formed] 4.1.4) One representative appointed by each Branch in Yorkshire of ACU&S 4.1.5) Four representatives to be nominated by the League Umpires Panels and Area Umpires Associations and elected at the Annual General Meeting 4.1.6) One scorer representative elected at the Annual General Meeting 4.1.7) Secretary elected annually by the YCB0A at the Annual General Meeting 4.1.8) Treasurer appointed annually by the YCB 4.2) Each member shall have one vote with the Chairman having a casting vote 4.3) Exofficio or coopted nonvoting members may he invited to attend by the decision of the Board [NB Initially these will include any ACU&S national officer from Yorkshire] 4.4) Committee to meet at least four time a year
5) Roles
5.1) To link YCB and the ACU&S Branches 5.2) To elect a representative to the Board of YCB ( at the Annual General Meeting) 5.3) To organise an annual meeting of YCBOA including a Regional Umpires & Scorers Seminar 5.4) To develop recruitment and membership plans for the Association and umpiring in general 5.5) With the YCB to coordinate Umpires and Scorers education, training and assessment policy 5.6) Act as a Forum to enable branches and associations to air their views 5.7) To coordinate all branch and association activity 5.8) To communicate regularly with Branches and members 5.9) To communicate regularly with League Umpires Panels and Area Umpires Associations and all practising umpires and scorers 5.10) To seek a common approach across issues affecting umpires and scorers and cricket in the county
6) Meetings
6.1) The quorum of Committee meetings shall he 4 branch / association representatives plus two officers 6.2) An Annual General Meeting shall be held in November of each year with each bona fide member having one vote 6.3) An annual report and accounts will be published with the YCB Annual Report 6.4) Nominations for all posts to be elected at the Annual General Meeting under Rules 4.1.1 ( 5.2), 4.1.1 4.1.5., 4.1.6 and 4.1.7 shall be received by the Secretary in writing by 30 September each year
7) Finance
7.1) There shall be a separate ring~fenced account within the YCB accounts 7.2) Signatories as shall be as per the YCB accounts 7.3) Annual accounts shall be published within the ring fenced YCB account with a year end of 30 September each year
8) Constitution
8.1) This constitution shall be agreed by the Yorkshire Cricket Board and may only, be altered by it 8.2) Amendments to these rules may be proposed from Branches as 3.1.1 and 3.1.2 to the YCBOA by 30 September in each year for discussion at the AGM and recommendation to the Board
